Even as the relay hunger strike of the Haryana Urban Development Authority employees entered its second day on Wednesday, the HUDA administrator wrote to the Haryana Government regarding the demand of the agitating employees not to transfer HUDA sectors to the Municipal Corporation of Gurgaon.
The HUDA employees have been protesting against the government’s decision to transfer them to the Municipal Corporation of Gurgaon. Haryana Chief Minister Manohar Lal Khattar had in February accorded approval for the transfer of some HUDA sectors to the MCG for maintenance. He had also given a go ahead to transfer three licensed colonies -- DLF Phase-I-III, Palam Vihar and Sushant Lok-I -- on “as is where is” basis meeting the long-standing demand of the residents of these colonies.
But the transfer of HUDA sectors and the colonies got stuck due to many reasons including the MCG citing shortage of funds and staff and the residents of the colonies refusing to pay dual tax -- both property tax and maintenance charges to the civic body. It was eventually decided that along with transfer of HUDA sectors, the HUDA employees engaged in maintenance of water supply, storm water drainage, street-lights, roads and horticulture will also be transferred to the MCG, but it has met with a stiff resistance from the employees.
Holding protests for the past two months against the decision to transfer them, the HUDA employees started a relay hunger strike on Tuesday demanding that the decision be revoked. The Haryana Government has set April 30 and May 15 as deadlines for the transfer of HUDA sectors and the licenced colonies to the MCG in two phases. The employees have been agitating against the decision since February. The prime concern of the agitating HUDA employees remains that they won't get pension which they are guaranteed under the HUDA, as MCG has no such provision. Some of the employee are apprehensive of their seniority and promotion prospects after the transfer, while there are others who fear losing government accommodation.
HUDA administrator Hardeep Singh said that the earlier demands of the agitating employees on prospects of promotion and seniority were are met and they were assured they would continue to remain the employees of HUDA in service records. “But now they have come with a new demand that they were not willing to go to MCG even on deputation and the underdeveloped HUDA sectors should not be transferred to the MCG at all. I have forwarded their demands to the Chief Administrator HUDA,” said Mr. Singh.
